People with disabilities are like all people, they are all different religions. So the answer really would depend on their own personal beliefs.
People with disabilities have exactly the same soul as anyone else!

the same place as you or i might go .after your soul leaves your body you no longer suffer the physical deformaties or mental problems you may have had on this earth .
