They have been calling it alot this year. It further prevents defensive players from making a tackle and just laying on the opposing player running down the clock.
Good rule, but in this instance it was a bad flag.

A delay of game by the defense is any illegal attempt to prevent the offense from snapping the ball. It happened in the Rams v 49ers game on Sunday as well. The clock was running out, and the Rams were tackled at the 10. The defensive players took more time than necessary in getting off of the pile, therefore preventing the Rams from being able to run a play. It backfired, however, as the Rams got 5 yards, and the clock stopped for them to call their next play.

This can't happen. According to the rules, if the defense is not on the line, the offense can snap the ball. There is no delay, even if the player count is wrong. Those would be illegal sub penalties, right?
I've played for a while and grown up around it, and never seen that kind of penalty...
Possibly a punt? the punt team is considered defense....

If the defense doesn't give the ball directly to the ref immediately after the play (i.e. kicking the ball away or etc.) or if a defensive player prevents and offensive player from getting to the huddle after a play (i.e. holding him down or etc) then the defense can be called for delay of game.

If the defensive team doesnt get on their side of the ball and tries to run the clock down they will get flagged
this also keeps the Offensive from snapping the ball early for an off side call
