Apparently the water pump isn't pumping up water. Is there a way to fix this problem without spending a fortune to call up a professional?

If you are refering to a water pump then I assume you have a "ground source heat-pump" or package unit that is obtaining its condensing stage though a cooling tower.
If you are relaint on a cooling tower then you need to contact your local home owners associastion or management company to repair it.
If you are refering to a ground source heat pump then you need to contact a local contractor to replace the pump.
If you don't have a pump, which 85% of people don't, then we can't properly diagnose your problem due to lack of knowledge.
