I'm not upgrading her motherboard. she doesn't have a lot of money so getting a new pc is out of the question. She has a HP 6623. I checked the specs on the official website and it's not much help. The max RAM this pc will hold is 384 mb, so getting a really huge h/d is out of the question.

First try to fidnout if you can upgradethe PC . You may need to upgrade the Mother board also. I am facing the same problem. I can give you a link that deals with hard drive problems.
Some RAM/hard drive problems can be easily fixed yourself by using easily available tools. I found the info at http://fixit.in useful. Try this site, if you can get what is required.

You can put what ever you want in it.
I got a custom gaming computer and it has a 250 gb hard drive and 2 gb of ram but if its not for gaming than 1 gb of ram is more than enough.

of course you can install hard disk more than 10 gb let say for 20 gb or 40 gb, before you upgrade it, you first check your bios setting of your computer, make sure the HDD place in a primary partition it means your HDD is a master not a slave, and change the BIOS' setting to AUTO detections for the HDD, and don't forget to reinstall your Win 98SE and update the system.
It is not a problem you're using 384MB Ram, windows 98SE can load over it.

Well I mean possibilities are endless, but i think 250gb would be plenty. And RAM get 1gb probably. But remember, things get obsolete, for example, you can find new computers for not much more look at this example http://www.bestbuy.com/site/olspage.jsp?skuId=8020143&type=product&productCategoryId=pcmcat103700050060&id=1156607398013
