I am a composition teacher. The title to a book would be underlined or italics if typing.

However, if this is just a story, you have to put quotation marks around it.

Is the title that you are making reference to on the cover of the book? Or is it the title within the book? If it is within the book, use the quotes.

The basic rule is quotes for small things and italics for big things. So a short poem title is in quotes, and a longer poem (such as The Iliad or The Odyssey) is italicized. A song title is in quotes, and an opera or full-length musical work (such as Handel's Messiah) is italicized. A television series is italicized, and a single episode is in quotes. A short story is in quotes; a book title is italicized. Italics and underlining are the same. Before typewriters had italics, they had underlining, and the underlining was used to represent italics.

if it's a book then you underline but if it's a short story, then you use quotations

The films, books etc should be italicized I believe. You don't need to underline it if it is italicized.

Underlining and italicizing something are the same thing actually, so either one will work.
