Beacon's Fabri-Tac glue will hold any fabric type surface to another. However, I agree with the others, a hot glue gun would be fastest.

I agree with the hot glue gun, you can get a low-heat gun that will save your fingers a lot of burns!! Also if you're just attaching the pompoms you can tack them on with a needle and thread. As for the pipe cleaners, curl one around the rim and again tack it 1/4" to 1/2" spaces.

when I am working with crafts that have felt in them I have found that if I use a low temp mini glue gun and use the glue sparingly it holds great and lasts!! Maybe it might work for you also???

buy a hot glue gun, they are very good for crafts and the glue dries fast. Any craft store or even Walmart, Kmart would have them.

Use a very thick glue like tacky glue - you have to let it dry a long time.
