You do not need to apologise for this, sweetie. If he was not serious about you then you did the right thing. He had his chance and refused to take it so you owe him nothing.

Be truthful, but be sensitive, guys can really be crushed by someone special and the affects can make a impact on his life if you are harsh to him.
Do you want a friend ship relationship with him or you are rejecting him by all the guilt that you feel with this new relationship you are involved in?
Ask alot of questions to yourself, and are you going to be hurtful or helpful when you let your heart out to this guy. Remember, each guy comes along, they have been crushed by someone, then we meet them in a new relationship, and trust issues and anger and resentment baggage he has, and not able to be out of this emotional rollercoaster of a heartbreak. Think about it and glad that you asked this question.
