A word of advice: There are alot of places on the net where you can post job requirements so finding applicants, bids (many of them super low) won't be the issue. In fact, you will be flooded and need to prepare to handle communications in a manner to will net you the best candidate (that will be the challenge). These communications will entail phone calls, sample of work, references.
Before proceeding to post job requirements, you'll need to detail what you need done and how you want it done. This is so very important and while the idea may be clear in your mind, in most cases it wll not be clear to the developer (and will run you additional time, money and aggravation).
It will also be necessary to write up a payment contract. Something like 20%-30%-50% (upfront, beta testing and approval, final payment). You'll always need access to the source code (and if it's a desktop application - detailed information on compiler, libraries, etc).

it depend what is the application. it does not make much sense just to go to somewhere and hire a general programmer. It will cost you more in terms of money and effort. So, search for online forums related to your area and then go to those forums for help on this hiring.
