That's extortion, and it's not legal. You shouldn't have paid her the $20 in the first place.
It almost sounds like she expects that you'll be making money from this, like you're going to sue the neighbor or something. But this isn't evidence for a lawsuit, it's for criminal charges.
Are you both minors? Do you live with parents? I ask because your sister's actions sound like those of a 12-year-old, but you never know. Anyway, if you live with parents, you need to talk to them about what's going on.
If you DON'T live with parents, you might still be able to salvage this. Your neighbor will be anxious to avoid trouble with the law. You have photographic evidence, even if your neighbor doesn't know what's going on with your nutty sister. You might figure out a way to give your neighbor a chance to pay for the damage him/herself without you calling the police.

Tell the police she has the evidence while making her think you're going to cough up the money. When the police ask for the evidence she should give it to them. If she destroys the evidence once she knows the police want it that is destroying evidence. Your sister sounds greedy. She should be ashamed of herself.

go to the cops without her or anyone else knowing tell them she is holding the evidence call her to get her at your house when the cops are there and they will get the info they need to prosecute the neighbor
or
tell her you will give her some of the settlement money (if you sue the neighbor)
or
tell on her to someone older in the family that you both will listen too

Tell her withholding evidence is illegal. Plus, she is now protecting a criminal since she knows what happened, but she didn't report it herself, o that's illegal too. If I were you I would call the cops and ask them to come take a report. Do it when your sister is home, but don't let her know they are coming. The cops will ask to see the video. Doubt she'll tell them they can't see it!

no and you can charge her for accessory to a crime and have the police to talk to her before you charge her. this is the most hartless thing i have ever heard of a sister doing to her brother.
