Do employers prefer recommendation letters to be hard copies submitted with the resume or e mailed upon request?

The ones that I have sent and have been sent for me have been hard copies. These were sent after the resume was reviewed and not included with the resume.

Both will be the best.
By submitting both the hard copes and emailing to them, they would have gotten the idea that you did both even before they could have asked from you, it saves both time and effort as you have already provided in the initial stage.
