What is higher in power a king or queen in no specific country?

it depends, the royals merry royals from other countries. If the Kings was born is lets say England and merried a princess from france but both rule england, than he is higer. If the queen was born in England and the prince she married came to england to rule with her than she is higher. this applies to all the countries. i just used england and france as an example

In specific countries the answer would depend upon the laws and customs of that country.

In no specific country, well it id difficult to saw what the laws and customs are of that country.

However,

a King and his Queen Consort .... the King would be the "higher".

a King and a Queen Regnant would be co-Monarchs and would share the powers. But in the case of most Queens Regnant there currently is no King in those countries.

In Chessland, a King always is higher than a Queen.
