Dollar Store! Dollar Store! Dollar Store!
To me, that's the only option. You have to buy for your spouse and children. Then you have to buy for your brothers and sisters. Then you have to buy for your parents. Then you have to buy for your nieces and nephews. Then you have to buy for your other relatives. Then you have to buy for friends. WOW!
Now you want to buy gifts for fellow workers? Geez. You have to go cheap.
The dollar stores usually have very CHEAP stuff meaning crap LOL, but they do have the occasional good things. I found some really nice picture frames at our local dollar store. You get some pictures now, have them developed, and put them in the picture frame. You could do a picture of you with your co-worker, or your co-worker with their kids if they bring them around, or a funny picture of your co-worker and then put that in the frame, wrap it up, and give it to them. You can't beat a dollar LOL.
There are other good things there too. I'd go there first if I were you.
If you know your co-workers well, anything homemade would be good and probably cheaper such as cookies, brownies, fudge, almond bark pretzels. I've gotten a lot of that kind of stuff from co-workers.

Some frugal xmas gifts for c-workers if you are on a limited budget might be making something special to take in for everyone to eat. Everyone enjoys sweets once in a while & you not only put thoughtfulness into it, but your time! :)
Also, you can try appetizer snack foods that aren't sweets.

Dpends on how many people you have to buy for. I f there is a lot a christmas card w/ an ornament would be sufficient. I f just a few a small personal gift( if they collect something, favorite movie, something like that). It really just depends on the situation. hope that helps.

Gift cards, I don't know how many you have to buy for, but you could get 5$ cards at drive thru places or 5$ gift cards at any gas station, during this time, that is probably the best one. I know I wouldn't be mad at a couple of free gallons of gas.

Cookies - home made
Candy - home made
Cookies in a jar (you mix the dry ingredients in a nice jar, they add the wet ingredients)
One year one of the ladies at work went and bought all the ladies a pair of those one size fits all gloves, they don't last long, but they're perfect for driving for one season.
