Memory DOES play a big part in a person's ability to be witty.
How is a person supposed to be able to tell if someone is making fun of them or not if they can't remember where they might have heard the remark before?
How can a person be witty if they can't use their memory to think of a situation or time when something very funny or appropriate happened that they can make a witticism about?
How can they keep being witty if they don't have the memory to make sure they don't use the same line twice?
Having good memory is VERY necessary to being witty - otherwise you'll end up being the BUTT of the jokes....

Well, it can't fully prevent one from being witty because wittiness, in my opinion, requires quicky thinking... but hell, what the hell is a person doing without memory?!

I don't think wit has anything to do with memory.
It's about having the ability to make an intellectual-based joke out of anything.
It's a smart remark that invokes laughter or scorn...
:P
As long as you can take in and absorb your surroundings, you're able to be witty.
