Sites don't "have" Cyber Monday. The term refers to people who surf websites from work and make holiday purchases on the first workday after Thanksgiving. It became popular several years ago before the wide availability of broadband connections in the home.
Most folks have better bandwidth from home than they have from work these days so it's probably less of a problem than it used to be. I've got a T3 at work but it's shared with 8,000 users so my individual bandwidth isn't all that great. My 5 meg connection at home is ALL mine and is a lot faster most of the time.
Out of curiosity, I checked the logs on the gateway at work and did not seen any more than the typical amount of "slacker" connections to commercial websites than normal.
