I would use an eyeshadow that compliments your eye color. Any color except the same color that your eyes are. If you want your eyes to pop, don't use the same color eyeshadow.
Along with eyeshadow, use some eyeliner. Don't overdue it but just put enough to outline the entire eye. Black is best with your color eyes.
Also, apply a light color eyeshadow to the upper lid of your eye and under your eyebrows. That makes your eyes look more open. Use some mascara to make them really pop and you should be good to go.

Your best friends are the eye lash curler (a simple metal/fake metal one)... liquid eyeliner or non liquid, illuminater or very light pearly eye shadow and mascara.
If you have a really really light pearly eye shadow just apply some (I use my fingers to do this, not rich enough for brushes) in the inner corner of your eyes... not in your eye or where you might sometimes put eye liner, but in that region. Do this for both eyes. It makes your eyes look brighter.
Whatever you do, do not line your lower lashes with eyeliner. Lining both top and bottom will make your eyes look tiny! Do only the top, starting about half way and drawing it out so it kinda elongates you eye.
Curl your lash... if you want heat the metal curler up slightly with a hairdrier.. not so it burns, curl those top lashes, and quickly apply some mascara. Do the curl then the mascara, otherwise it goes all wrong. Do both eyes.
It works for me, hope it helps for you. The eye lash curler doesnt cost much, but invest in a good eyeliner.

Try using liquid eyeliner (black) on your upper eye lids.
Just swipe a line as close to your lashes as possible.
The next step is to get a great mascara. I use two types which give me AMAZING lashes. First I use Cover Girl professional mascara as a base coat, and then I use Maybelline Lash Stylist mascara (both in black) as the top coat in two layers. If that still doesn't please you, you can try putting black or brown eyeliner under your lower lashes (not on the rim of your lower eyelid because that will make your eyes look smaller) and a white or light pink eyeshadow in the corner of your eye will make the final POP!

Use a creamy light colored metallic pencil on the inside lower rim of your eye - not too much - right above the lower lashes - only in the center part. Be careful you don't poke yourself in the eye. I use a silver or light blue pencil and it opens my eye right up.

Try using a creamy ivory shade just under your eyebrows. Blend it so it doesn't look like a streak of white shoe polish....
Try a touch of pink shadow on the inside corners of your lids, blend upwards a bit so the effect is very subtle.

I think the secret to making eyes pop is your eyelashes. I am in love with mascarra and for special occasions i go for the false eyelashes.

grab and pull. might hurt, but gets the job done. hahaha. I swear by liquid eyeliner. Makes a huge difference.

i have hazel eyes to! pencil eyeliner on top and bottom work best. (not to thick tho). also the 'smokey eye effect'
