Shorty, a lot of employers give what is called Personal Time Off (PTO) as opposed to paid vacations or Paid sick days, so in those cases a person has X number of time they can be absent per year.
But there will always be people who will take advantage of sick days. Although I think most mature people do not take advantage of it, it just seems like it happens because those are the ones you hear about the most.

most people only get a week or 2 off per year so they deserve to use the days off any way they want - where i work we have given up on sick days and give everyone 3 weeks off they can use any way they want - works good without guilt

I don't. I also don't know anyone who does. I get plenty of vacation days and comp time so I never have needed to "abuse" my sick days.
