You need to moisturize!
Try using a shaving gel (such as Skintimate shaving gel) with moisturizers in it.
Make sure you let your legs soak in water for a few minutes before shaving, and also be sure you're using a quality razor with good blades (disposable razors that you've been using for a year not recommended).
When you've finished shaving, try putting on a light moisturizer before getting dressed. Make sure to let the lotion sink into your skin before putting your pants on though, or else your skin will feel sticky for an hour or so.
Sounds like you just have dry skin :)

You should really try using a gel shaving cream like Skintimate that might help. Don't use soap either as it will dry out your legs.
Never leave shaved legs dry and without moisture. Most women can lather on body lotion right after shaving, but some may find this irritating to their legs. Consider skipping your shaving routine for a few days if you find yourself in an irritating situation. After your irritation heals, try using baby oil right on your legs after shaving. It is a bit messier, but it will provide everything you need for a comfortable shave and almost everyone can use this without irritation.

It could either be because your legs are dry, in which case you might want to get some cream. Aveeno and Nivea are very good.
On the other hand it could just be because the hair is growing back. Once when I was really young I shaved part of my arm, not underarm, arm. I really don't know why I did that... xD But anyways the point I'm trying to make is that my arm got really itchy once the hair started to grow back.

purple bumps point out dermis inflammation, Tea tree lotion or Aloe Vera Gel will help the itchiness to bypass away. Shaving isn't a competent answer to hair removal, hair will improve thicker at last. Waxing is a greater robust answer, it always final for some weeks, which shaving will in basic terms final for a pair days.

I say let your legs soak in warm water for like 5 minutes. It won't be harsh shaving, after shaving apply a lotion to soothe your legs. Your legs are probably dry and it pulls the hairs out.

Before shaving, use a loofah or body scrub to exfoliate the dead skin and give you a better shave. The itching is from the new hairs growing, and if you didn't exfoliate they have to "fight" their way out.
And after shaving (in fact every day, especially in winter) use a light body lotion to soften the skin.

shaving creams can be very expensive. what i do is i go to the dollar store and buy a huge bottle of conditioner, it only cost a dollar. spread it all over your legs before you shave. also after you shower, put on lotion on your damp skin. the skins absorbs it better that way.

try skintimate shave gel. I have sensitive skin, and it works very well. Maybe the body wash contains too much fragrance which can irritate skin that has just been shaved.
