all can to various degrees of accuracy. Balances can measure the mass change, therefore the volume (if you know the mass to volume ratios)
beakers to a poor degree of accuracy
dropping pipettes to a poor degree
chemistry titration pipettes to a high degree,
and graduated cylinders to a poor degree

all depending on human error
