G'day Scott - I wouldn't be paying anything by Western Union - ever. The seller must have a bank account or perhaps give you the option to send a cheque. Just advise that you are relunctant to use WU due to their reputation and ask if he / she will consider an alternate payment method.
If they so no, well, if it was me, I would cop the negative feedback comment, rather than use WU

"won an item" in this case means he won a "bid". Ebay is an online auction site. So, when he won something, he has to pay the amount he had "bid" for.
Back to the question. I wouldn't pay anyone using western union either. I won't even bid on that item if the seller only accept W/U.
But, since you've already done so, read the seller's customer feedback first. That might help you decide if you want to pay him or rather get a negative feedback on your account.
If you then decide to pay him, goto western union website.

You send the seller a email saying can you give my the bank details and then you go into a bank that handles western unions transactions and you direct deposit the money into the sellers account with your eBay id or the action number on the deposit slip.
And you should be golden

Did u enter a contest in order to win it, or did they just "say" u "won"? U should be EXTREMELY weary of anything you "win" that u have to send money to get. Usually those are scams. Be careful.
