If you test too early in the morning, you're more dehydrated (you haven't yet had the chance to get many fluids into your system) and therefore your hormones are more concentrated and you can get a false positive reading.

I haven't heard anything about doing your tests before 8pm (I never did and never noticed a problem), but my test kit says to do it after at least 4 hours since the last time you urinated to make sure enough urine is tested to get an accurate reading. Make sure you drink plenty of fluids during the day do you stay hydrated, and do make sure you do it at the same time each day so you can compare tests from day to day and notice the changes. Otherwise it's not as accurate.
