pokemon yellow question..sea foam islands?

how do i get to seafoam islands to get my 7th badge

You need Surf. which is in the Safari Zone, Fuchsia City.

But you don't need to go though the Sea foam Islands to get to Cinnabar Islands, you can go though Pallet. You'll need Surf no matter what.
