It's not offensive to everybody, just to those people that are looking for something to be offended by.
Having read one or two answers below, I must add it's not just a gay thing although I dont deny that some gay guy's do this, some hetro guy's like it too, and not from guys.
It can be abour power and controll, or just about pain. In the power game, the guy getting kicked can either be showing his manlyness through tolerance of pain ( Kick me... I can handle it ! ) or he may be expressing his acceptance of (or submission to) another person by letting them inflict what is quite severe pain upon him in this overtly sexual area.
As for it's offensiveness, to me it's no more offensive than watching any two people do any sexually intimate thing. Personally I am not easily offended, but some people have more delecate sensibilities, and I think we should respect that, and behaviour like this should be kpet out of thier view.
Toleration runs both ways.

Why would a guy want to get hit there in the first place? And I think it's more along the lines that it is strange, not that it is offensive.

i could not for the life of me understand why someone would want somebody to kick them there. but i have heard about it before. it is a thing, for lack of better words, that guys like when they are attracted to another guy, usually straight and they get the str8 guy to kick them in balls when they have their pants down. they say it is a way to connect to the guy, i guess being touched in any way is better than no touch at all to some people. not for me though!
