You can go for the usual slippers giving or socks, (of the Walt Disney nature, you know the type of socks with a certain cartoon character on it; or something decorative on it in some funky color) you can tell her, “You’ll be styling mom with these pair of socks and/or slippers on your feet. Look, the socks and/or slippers have a lion on it and it roars. No, not really but I'll roar everytime I see you wear them.”
A book (anything that gears to your mother’s taste whether that be a book about how to get every nasty stain around your house to a book about the ins and outs of mall shopping. If she is a novel reader then try getting her a novel. If you mother is the sentimental type then there are always those books with a collection of short poems or quotes.
How about buying a calendar and personalize it by writing little notes in the boxes of the day. You can also fill in each member of the family's birthday or, draw cute little faces, add stickers and so forth.
How about purchasing two mugs and a box of hot chocolate and start a holiday tradition with your mother by the two of you having a cup of hot chocolate with or without marshmallows on a certain night and date or when the first snow falls and use those mugs and only those mugs that you bought for her one Christmas day. Include that in the card: This is to get our Hot Chocolate game on, marshmallows?
Then there is always the dollar store put together(s) once again depending on your mother’s taste where you can buy a little of this and little of that and put together a basket. If your mother is into cooking, put together a basket filled with kitchen knick knacks. If she’s into crafts, put together a basket filled with yarn and ribbons, and so on. If she’s an artist, put together a basket filled with paint brushes and sketch books and so forth. If your mother is into pampering herself try putting together a basket filled with soaps, nail polish, baby power, lotions and what not.
And, I am afraid that I must stop here. I can go on forever with ideas left and right but I must go.
paaatches --With a little inspired shopping and thinking I am sure you can find or put together the perfect gift for your mother, even on a tight budget. Good luck and happy shopping!

If your mother likes to do crafts why not buy her something for the craft she likes. (yarn for knitting or crochet, paints, ceramic pieces, etc..) You may also consider just cleaning the house for her as a gift. I know it is greatly appreciated when the carpet is vacuumed, the dishes are washed, the laundry is done, OR just cook her a special meal one of just her favorite items (get your grandmother involved).
Best of luck on your choices.

Because money is not plentiful, how about a small basket of cards. On each one, write a small favor that she can cash in during the year.....a load of laundry, breakfast in bed, one cooked dinner, a hug, etc. It won't cost you hardly anything, but mom will love it!

My mom loves pajamas, or nightgowns, and you could start a tradition, and give her pajamas every Christmas. Remember, it is the thought that counts. Maybe you could draw a picture for her, and put it in a frame.

Make her some coupons saying you will scrub the kitchen floor, or do other chores you might not normally do. How about one for making her a special meal?
