parallel lines have same slope
perpendicular lines have negative recipricol slopes
this is neither.....it is reciprical, but not negative.....

y = mx+b..... in equation y = 3x-3, m = 3, in equation y = 1/3x+2, m = 1/3......would have to be -1/3 for perpendicular....

When the equation is in the form y = mx + b, m is the slope of the line.
In your equations the slope is 3 and 1/3, respectively.

For lines to be parallel their slopes must be the same. These are not.

For lines to be perpendicular, the slope of one line must be negative the reciprical of the other. Your equations don't

If your first equation hab been y = 3 - 3x the lines would be perpendicular

the lines are neither
they would be parallel if
the coefficients of x are equal,
perpendicular if multiplying the two x would result in negative 1

the lines are neither parallel nor perpendicular...
the slope of one line is NOT the NEGATIVE reciprocal of the other...
