Second hand stores sometimes have them but you have to keep your eyes open and visit them often. Some video game shops offer used older systems - look up video game stores in your phone book and call around.
As a last resort, Ebay definitely has the widest range and the inventory is, of course, always changing - and for $30-$40 you can get a system with games or cheaper if you find the right one.
