I want to buy one that does the basics, but isnt crappy.
I am on a tight budget.

Look for its image quality (VGA, XVGA, 1 MP, 2 MP, ...), video capabilities, microphone capabilities, instant messenger capabilities, adapter type (USB, etc.), and user ratings.
Image qualities allows you to take bigger and better resolution photos. Video capabilities are optional, but if you want to use it for instant messenging or for videos then it is a must.
Instant messenging capabilities are shown prominently on the box; Windows Live Messenger ones have a big MSN logo on the box.
Adapters are important to see if your computer can take it.
And user ratings are for first-hand experience.

Get one it really is now to not low priced yet now to not severe priced, like 35-40 5$ the low priced ones tend to be crappy and pixelated, Get a properly properly-known-kind. extra $$ has a tendency to be extra useful with webcams.
