If he JUST dumped your friend, it's pretty bad. To date your friend's ex, you definitely need to talk to her about it. You need to make sure that she's COMPLETELY over him, and that she doesn't have any negative feelings (or any warm and fuzzies) because can you imagine your friend dating a guy that you had some beef with (or that you kinda liked)? If she's a casual friend that you don't mind losing, so be it. But if she's a good friend, you're definitely going to have to let quite a bit of time pass.

no it's not bad it's just.....
well she'll probably just get like sooooooooooooooooooo mad at
you that she might not talk to you for a few weeks or so but it isn't bad or anything unless you're only going out with him to make her jealous 'cause she just got dumped by him(but if you were doing that you probably wouldn't have posted this up for the whole world to see!ha!ha!)but if you asked him out then it's most likely not good but if he asked you out then it's really ok!now that is something on the bright side of your story!

questions that you need to ask yourself:
did he dump her for you? if so, no.
did he dump her within the last month? if so, no.
is she still sad about him? if so, no.
did he ask you right after the breakup? if so, no.
how close are you?
do you feel comfortable asking for her blessing? if she gives it YESYESYES
