I have scrawny legs (11" circumference). I've been able to find one pair of 12", but that's about it... Thanks!

try chinatown in your state..im sure u got one ..they make small everything..i cant squeeze into there stuff even when they say its my size

Try Nine West. Not sure how much you want to spend, but they tend to fit smaller calves better than most. Also, stay away from the pull ons. If you can get a zipper they will fit more snugly.
The BCBGirls Tall Kamella boots fit small calves also.

famous footwear for cheap good ones. I also have small calves and i got mine at Nordstrom and they were 155$
