greater. without the idea their would be no action. the action was a necessity of the idea. yes, the idea would be fruitless without the action but it can exist of itself which can not be said of the action.
the action enhances or completes the idea but is nothing in itself.

Actions are Ideas or thoughts put into action. An Idea came to one above, he said let it be,The Word spoke, Let there Be...

Lesser. Talk is cheap. Ideas come and go and go and go. Action is everything. It's what brings all to life.
