Both are correct depending on what type of English you wish to use. Generally, "an" would be preferred, but "a" would be acceptable in typical American English. In Britain and Australia, however, one would almost always say "an" unless they did pronounce that letter h, which is common. Your best bet is probably to do whichever the grammar check on your computer says and hope it's right. If not, your teacher shouldn't dock too much for it as it's a simple mistake to make. Chances are, he/she won't even notice it.

"An" is used in front of any vowel SOUND, which includes vowels themselves and vowels with silent consonants before them. If you are in America, you'd definitely say "AN herbal tea", because the "h" is silent in American English. (In Britain there might be more of a debate, as the "h" is often pronounced in "herb" there.)

heeey! first of all, the none of your frizzness only works on some people, for example it does not work on mine but it does on my friend. The one thing it does to all hair is softens it and puts a fantastic mandarin smell on your hair.... every time after i shower i put it on for the smell!!! anyway, it costs about 5 $ bucks and is available at shoppers drug mart, zellers, walmart, superstore, etc. it can be found lots of places! I hope it works on your hair!!! :D

it's correct as 'an'. The rule does not depend on spelling, but on pronunciation. since it's pronounched 'erbal', it begins with 'An'.
