Well, 3/10 is the same as 30%. 3/11 is less than 3/10, so in effect, 3/11 IS LESS THAN 30%

It is less than. The larger the denominator the smaller the fraction plays out in percentage. So if 33% is 3/10, then 3/11 would be closer to 27%. It must be between 25% and 33%. Because one more integer on the bottom denominator would make it 3/12, therefore 25%.
