I would go to like a Jo Anns or Michael's craft store; and pick up some glitter glue, stickers, stencils, colored paper or decorative paper from the scrapbook isle, or even some embellishments and just go to town! Maybe even some ribbons (wrapping or for sewing) and bows also. Those are always fun to decorate because your possibilities are endless, and there is no right or wrong way! :) Have fun!

Get some chunky foam snowflake stamps and some white acrylic paint. Apply some paint to the stamp and stamp white snowflakes all over the bags. When they are dry make some dots randomly all over the bag with silver glitter glue. To make the bags more special, cut a piece of blue cardstock or construction paper the width of the bag and twice as long and fold in half. Stamp white snowflakes on the card and when dry, write your friend's name on this paper with the silver glitter glue. Now fold the top of the bag over about an inch and place the folded card,one side on each side of the bag, and staple in place or use a round paper punch to make 2 holes through the card and the bag so you can thread some white or silver ribbon through and tie in a bow.

Well I think that that is a good idea.
For one you can always use your great artistic skills that all of us have (NOT!!) and draw meaningful pictures that represent your relationship with your friends.
Or, if you aren't so artistic (like me) then you could cut out picture from magazines and paste them onto the bag. Or you could put pictures of you and the friend. Then you could get some cool ribbons from Wal*Mart or a dollar store and then put them around the top and bottom and maybe even use it to tie the bag. That is about the best that I can think of.

Get some Christmas stamps, or make some out of sponges. (Cut out pine trees, snowflakes, etc.) and then stamp the paper bags. Punch holes around the top of the bags and weave ribbon through. I've done this before to wrap small gifts and it always looks cute!

Cut out ears, nose, and antlers from different colored foam paper or felt. Then decorate like a reindeer. We are doing this for the kids in the after school program I work at.

draw with a pencil some different, christmasy stuff on each back. like crosses, christmas trees, MERRY CHRISTMAS, presents, candy canes, santa, reindeer, stockings, stuff like that -- if you can't draw some of that stuff but would like to you could probly find a stencil or something to trace. then get some markers (or crayons or something but markers work best) and trace and color where you drew with the pencil.

u can get the same effect by snipping the corner of a zip-loc bag and put ur filling in. the problem is u can squeeze too hard like u can with a proper one because they have a metal tip. cream cheese icing's the best for a red velvet cake!

stickers, drawings, 3D art, things people like,a picture of their pet or what they love, a gift card on the front with a shiny cover, glitter, sparkles, etc. go in a craft store. that's where you'll hit the jackpot. good luck and good job for creating your own bags instead of buying them!!!!
