The gym is locked, so you'll need to head to the Cinnabar lab and head through it by turning on and off switches and jumping right beside the scientist at the top and falling to the basement, head through and at the end of the hall you'll find four tree plants and the Key. Grab the key adn use escape rope and head to the gym and the door will be unlocked.

Do you mean the original Game Boy version from 8 years ago? If so, he's in the gym, but you have to go into the burned out building next door and find the SECRET KEY. Once you do, you can get into the gym.

But getting in the gym is the tricky part. The Key to get in the Gym is in the Pokémon Mansion.

do you mean how you can get into the gym,if yes go to the old mansion and find the secret key to unlock the door and find blaine

I assume you are playing Pokemon Red from gen I? The Sevii Islands were not introduced til the gen III remakes Fire Red and Leaf Green.
