The seller finished the basement. But he didn't obtain a permit from the city. What are the consequences if I buy the house?

It depends wether or not your municipality requires a permit for finishing the basement. If it does require a permit the city can require you to obtain a c/o for the baesment. If the basement is not up to code then you will be forced to bring it up to code (this could cost $$$) and obtain a c/o. I would personally speak with the building department and ask if a permit is required if so I would ask the seller to obtain the c/o if not i would purchase.

i agree try to get the permit first get the seller to get it or negotiate the price according to what it would cost you to get it. That code stuff is mumbo jumbo. You do have to have a home up to code for buying and selling however. It does not need to be within code when you do a renovation. If its yours you do what you want with it. So get it inspected by a certified home inspector. And find out where you stand from there.
