That is a tough question, because if you like your friend's boyfriend, you probably can't help it. (and I assume by "like" you mean as in like you wish you could date him.)
It is NOT okay to date/sleep/flirt etc. with your friend's boyfriend, however, especially behind your friend's back. I don't really even think it is okay to date him even if they broke up. At least not if you value your friendship.
And I probably would never tell her that I liked her boyfriend. That would just make her always wonder about you and him. Best to just keep it to yourself and try to move on.

It depends on how you "Like" him. Do you want him to be your boyfriend? Then No you shouldn't like your friend's boyfriend that way.
