Dryden was an outstanding English writer and excelled as a poet, dramatists, and literary critic. He believed that the arts had value in civilizing people and wrote on a large scale about social, political and humanistic issues.

He was a devout Catholic and often wrote to defend his religious faith, so in answer to your question, I would assume he felt everyone should be Catholic because after King James II, who he was royal historian for, lost his throne to William and Mary, who were Protestants, he refused to swear allegiance to them and lost his government position.
