No, there shouldn't be a law. Just because they're atheist doesn't mean that their family members are. Therefore, they might want to celebrate with their family. Plus, you can't make a law forbidding that - maybe you could in the old days. =)

They are not celebrating the birth they and every one else is celebrating the commercial holiday that was made in the essence of that day his birth was acctually in april
