Nope, it's not. Its americanime [american-anime], or an imitation/ closely related style. Calling it anime is like calling tomatoes veggies.

Avatar: The Last Airbender (also known as Avatar: The Legend of Aang in several countries) is an AMERICAN animated television series airing on Nickelodeon. Avatar is not considered as anime due to being primarily American in style and writing.
However....I think it's the closest thing to becoming a decent anime. It provides a good storyline, with depth and plot to go along with it. It also includes a lot of cultural reference.
It does a lot of what Totally Spies and Martian Mystery couldn't. Teen Titans was a little close, but I wouldn't say by much.

For all intents and purposes, it is an anime. Anime isn't classified by the drawing style, or the whole "oversized" head thing (see Spirited Away). Anime is classified story elements having a DEEPER meaning. The avatar cycle of air, water, earth, then fire, reflects the seasons. Air=fall, water=winter, earth=spring, fire=summer. The avatar is the bridge between the spirit world and the physical would. The spirits are viewed by many religions to play a huge part in the real world, having parts in germation of plants, rainfall, human health, and so on and so forth. Zuko and Iroh cut their hair. In Japanese culture, that was the sign that you were without honor, without family ties, and without a past. The last one I can think of is when Aang meets Roku for the first time in the fire temple. The sages tried to open the doors, and later, when the doors open, Roku attacks them. In many old cultures, including several European cultures around the middle ages, the interruption of a master of a craft with his student was punishable by death, sometimes. There are at least a dozen other things.
