'91 Honda XR250 with a 30mm Keihin. It also has an FMF powercore pipe and seems to have been poorly jetted, at the least the low speed jet. Can I take a carb with a larger throttle body and just bolt it on? Will I see a performance difference? How do I tune it with the exhaust?

you should use the stock carb and just re jet it. starting with the factory jet size then work your way up. as an exhaust system wont usually require much tuning.

Your best bet for performance increase is to install a stage 2 after market camshaft. I know Web Cams makes one for your model. 30mm is all the carb your bike will ever need, even in a high performance application. Tune your carb properly on the other hand is something that took me years to perfect and I would wear my keyboard out trying to explain it all.

IF the bolt pattern fits, you can bolt it on but you will have a big job getting the bike to run properly. It will take a lot of experimenting to get the correct jetting to work with whatever exhaust setup you have. Better to get a bigger bike.

As a general rule, if you want to put enough work/money into it, you can make anything fit anywhere.
However, it's easy to over-carburate an engine, losing your lower/mid-range responsiveness.
