First, try changing the bedding. Hay or straw is very bad bedding for odor control, as it is completely non-absorbent. Aspen or pine shavings are quite commonly used for bedding and do a decent job at absorbing odors. You can also try a bedding like Carefresh or Yesterday's News (both are available at most pet stores). Carefresh works well, although it can be a little pricey. In my experience, Yesterday's News seems to be the best for controlling odor, and it's fairly inexpensive (it's pelleted, recycled newspaper found in the cat litter section). It's fairly hard, so you might consider sprinkling some softer bedding on top for your gerbils' comfort. Other than different bedding, the only other way to really control the smell is to change the cage more frequently.

As for the gerbils kicking their bedding all over the place, that's just the way gerbils are. They love to dig and tend to make messes. Although this might not be the most aesthetically pleasing thing, I've found that placing the cage in an old box with the front cut out works well for keeping the mess contained. When the gerbils dig, the bedding gets tossed into the box, making cleaning easy. And cutting the front out lets you have access to the gerbils, while giving them some extra shade and privacy on the sides.

gerbils naturally want to dig. best thing is a glass tank rather than a cage, filled half full with proper wood shavings (not the real fine dust). you can even use soil if it is clean/sterilised. They will have an awesome time digging tunnels and camps underneath. Alternatively you can make a network of tunnels with either toilet roll tubes or pet shop bought tubes and cover them with the wood shavings so they can burrow under, it is what they would do in their natural environment.
