Who Put The Bomp is a Doo-Wop style hit song by Barry Mann from 1961.The song has been covered by:

The part of the lyrics where Barry Mann sings ram-a-lam-a-ding-dong seem to be inspired by the 1959 song called Rama-Lama-Ding-Dong by The Edsels.
The phrase "boogity boogity boogity", found elsewhere in the lyrics, has become the signature phrase of NASCAR broadcaster (and former driving great) Darrell Waltrip, who says it as the cars approach the green flag to start the race.

the answer to this question is both complex and multi-faceted.... in some circles, the bop is viewed as an unecessary triviality whereas the wang is the cornerstone of the tradition. in those groups the addition of these two elements is viewed as an accidental and unnacceptable collusion of imagination and reality.

Most probably Barry Mann who wrote the famous Bomp! Bomp! Who made Bomp,Bomp,Bomp!(The Viscounts collection) I,however, could not locate this hop song anywhere in his collections. May be it was not a very popular composition.

I do not think it was Chuck Norris,the actor. As far as I could find out he is famous for his witticisms,not composit ions.
