i don't think they is a limit because it's in the EU. i've seen people crossing from belgium to the Uk with bags full of it. It's just illegal to resell it. they don't even check what you bought if you are part of the EU. it will be different if you are going outside of the EU. the limitation for other countries is because it's tax free. you'll pay the full Netherlands price. So i will not worry of the quantity if i was you.
