easy
try to avoide foreign labors
increase the activities and factories
open new fields of work
try to avoide importing goods and try to make similar to it localy by that way more workers will be needed
then we will make full employment

Full employment is NOT possible. That notion was discovered back in the 1960's and 70's. Its a trick question. The answer is proven by the question, Why was Unemployment Insurance benefits created by Government? Because Full Employment is never possible. (Or desired by the Capital side of the macro-economy.)

Its easy and could be done tomorrow. Eliminate the minimum wage and quit paying people to not work (unemployment benefits). Everyone physically able should be working in a month or so.
