To convert a decimal number to a fraction, you put the number over 1 followed by as many zeroes beyond the decimal point.

For example:
0.5 --> 5/10 = 1/2
0.0003 --> 3/10,000 (four zeroes)
0.000123 ---> 123/1,000,000 (six zeroes)

In your cases:
0.00030889

=..... 30,889 (leading zeroes removed)
----------------
100,000,000 (8 zeroes = 8 places after the decimal point)


0.00555556

=... 555,556 (leading zeroes removed)
----------------
100,000,000 (8 zeroes = 8 places after the decimal point)

Note this second one can be reduced:

=.. 138,889
---------------
25,000,000

30889/100000000 (I think you can reduce that but im not sure)

555556/100000000 ( im sure you can reduce that but im lazy:)

To turn decimals into fractions all you have to to do is to put the number behind the decimal as a regular number ( .32 --> 32 or .0032 --> 32) and put that number on top of a number with a 1 in front and the exact same number of zeros as there are numbers behind the decimal ( .32 --> 32/100) (.00054 -->54/100000) Easy cheesy!
