Her name is actually Miley Cyrus..and yes she does have a fan club. If you go to her official website you can join it..Im not too sure whether you have to pay or not.

you can got to MileyCyrus.com and join. It has Hannahs tour/travel shedual. When you join you get emails from Tish( her mom) updating you on Miley. You can also see neat pics. Joining is free too.

Yes, she does, called Miley world, you can go to www.mileycyrus.com and sign up there, but you have to pay $24.95, but it'd an awesome fan site! I joined it, for free, because I am Emily Osment's cousin.
