Ya know when you see a familiar actor/actress and you just can't picture where you have seen them before?

I was just watching Law and Order SVU and there was this chick on who is so familiar. This chick has long wavy blonde hair. This was a rerun, it may have been from last season. She has a mole by her lip. I was getting ready to ask this question and thought OMG, she was on Coyote Ugly. I was wrong, I thought it was Piper Perabo, but she isn't credited for any Law and Order episodes on www.imdb.com. She kinda reminds me of a russian tennis player, ya know, tall, thin blonde with delicat features. She also has rosy cheeks. The Law and Order she was on, I think she was on at least two episodes. It was an episode that had a part two. She was a female rapist. She would slip a guy a roofie and then get his sperm. Then I think she was giving the sperm to her dad who was some sort of doctor. It is really bugging me that I can't figure out who it is. I know I've seen her somewhere.
