It varies - the fewest in a single year has been zero (last happened in 1960) and the most has been 18 (2006 - it was a large number because of a special ***** Leagues ballot that put in 17 new members). In an average year, the Baseball Writers Association of America, who pick most of the members, will elect between 1 and 3 new members. There is also a Veterans Committee that picks players who've been overlooked by the BBWAA (though they haven't picked anyone since the Committee was reorganized a few years ago). There have also been a couple special ***** League committees, such as the one that inducted 17 folks this year, but they don't have any impact most years.
Below is a list of all members by year of induction, of you want to see who became a member when.
Note also that these lists don't include the Frick and Spink awards winners, which are awarded to one broadcaster and one writer (respectively) each year. While those are award sponsored by the HOF and the winners are honored at the annual induction ceremony, their winners are not technically members of the Hall.

This is not like the NFL; there are no set number of inductees.
Only those that had 10 years of experience in MLB are even considered. All players that have 10 years experience are on the ballot once they have been out of MLB for 5 years.
If a player does not get named on 5% of the ballots (each voter can name up to 10) they are no longer on the ballot. They need to be named on 75% of the ballots cast to gain election.

any player that recieves 75% of the votes are inducted it can be NO ONE or as many as get the required 75% i bet Ripken Jr. and Tony gwynn are on at least 95% of the ballotes..each person who get a ballot can vote for up to 10 players...and i am sure the only people who vote..are the players all ready in the HOF
