I need to plan a visit to South Carolina, to a main city. But it also needs to be close to Raleigh, NC, so we can travel there by car. Also if possible any government agencies in this South Carolina city? Boring question, I know, but answers are very much appreciated.

Charleston and Columbia are two main cities, but they're not that close to the border. Here's a map of South Carolina:

Raleigh is pretty far from the SC state line. If you head toward the coast, down I-95, Charleston would be the "main" city on the coast.
Charleston also has a port authority and lots of historical buildings if you are looking for a government agency.

If you came down I-85 through the central part of the state toward the west, you could try Spartanburg, or go down I-77 to Rock Hill. Or continue further down I-77 and go to Columbia. Lots of governmental stuff there, it's the state capital.

Either way, you have several hours driving from Raleigh.

Because Raleigh is close to the middle of North Carolina and away from the state line, you will have to be willing to do some driving to get to South Carolina. My suggestion would be to take 95 down and then head over to Myrtle Beach. This would be about a 4-hour trip.

Charleston is a popular city in SC. I don't know how far away that is from Raleigh though, sorry. (That's pretty pathetic too since I live in North Carolina, on the border of SC). Sorry I couldn't help more. Charlotte is a big city in NC, so is Asheville.
