Actually, here is a discussion that says that the particle with the smallest cross section is the neutrino, as opposed to the quark.

It was a quark. Not sure if it still is. Gluons might be smaller, I'm not sure. It's one or the other.

Edit: Nope I was wrong. A Gluon doesn't have mass, just like a photon.
