I would use red velvetteen ribbons, and gold piping around the windows. Also use the clear lights that have a golden glow to them. Use old Victorian hat boxes, like they were left there by shoppers, & stack them in different places, on the top most one, put samples of your selections for your customers.

What typically denotes Victorian decor, velvet, lace and an attention to fine details. Trim, trim, and more trim. Tassles, Piping etc.

A good reference movie is the cinematography Vincent Minelli uses in Meet Me in St. Louis. He was a window dresser in Chicago and New York before becoming a famous director. The shots are all set up like window frames in old department stores. They should provide ample Victorian Inspiration!

I like the gingerbread house idea, there are those cookies that you make and hang on trees, you could make angels and elves and hang them.
